Technically you don't hAVE to teleport so you could just press it and not use the power unless you really needed it

so if I find someone at an accident. I can use any unnecessary blood (dead people, or excess blood that's bleeding out from a survivor) to save lives. in general if you don't use it for bad things, there is no downside to this power..

People really need to realize, the more abilities, the better. All because you have it doesn't mean you have to use it. In an emergency situation, if you were kidnapped, you can just pop outside the building with little lost blood. There is barely a downside.
